iPhone 13 Pro Max photos original JPG file size are smaller than the "Storage Saver" file size. Why?

I'm on the fence of transitioning to iOS ecosystem to adopt the new camera system but I am going through a few steps to ensure my current workflow will be compatible with the new phone. I did some re-research to understand how GP is handling photos uploaded from non-Pixel phones and I am okay with keeping a "Storage Saver" photo album available on hand accessible via the cloud and readily available on any platform including web browsers (GP has done a great job with that level of cross-compatibility).
My problem comes here, I have noticed the file sizes of the photos I take with the iPhone 13 Pro Max are actually smaller than the "Storage Saver" processed photos uploaded to the cloud. My issue with this is, I'm trading out my Pixel 5 to move to this phone. This essentially takes me out of the unlimited photos ring for GP so I'll need to be careful filling up the space. I want to understand a bit better on why photos taken on the iPhone uploaded to the cloud take up almost 2x it's native file size?
I've looked online to no avail, most help posts talk about why their cloud photos are showing up smaller sizes than their originals, I'm having the opposite issue.
PS for the record, the iPhone camera settings have been adjusted to store images as JPG, not HEIC, staying consistent with the rest of the images uploaded to the cloud.
